I created and maintain the Debian packages, so I can certainly help, though I
have not used Quantian myself.  I assume that Quantian will let you use any
Debian utilities, so let me know what you get as output from this command:

$ dpkg --get-selections|egrep '(aplus|xfonts-kapl|xemacs21-nomule)'

In particular, the package aplus-fsf-el contains the necessary lisp files.
