There is NO relation. In 1990, when Girardot published this paper on aplus
(his one) interpreter witten in APL iteself, Morgan already used A language.
But it was an internal "secret weapon" and seemed that Girardot didn't
know on it. In 1992, when A became A+, Arthur Whitney didn't mention
this paper. Well, it was just a paper and it was never implemented as
a real interpreter.

Yes. And while A+ is the _very good_ APL implementation,
the name is not good at all. Because of "A+ certification is the industry
standard
for validating vendor-neutral skills expected of an entry-level computer
technician."
