I did install the A+ font and the APL characters in, e.g., the
LRM come out fine in the browser but your msg is definitely
unreadable. I don't think any mail reader is going to understand
APL characters sent as plain text within the body of the msg.

The header of Neil's email defines:

    Content-Transfer-Encoding: 7bit

So much for 8-bit.
